The partial tag looks to have P.P. and a number 12, but I am not sure, the opening measures about 8 x 7 inches.  I am not sure what the brand is, but I do know it is vintage, probably from the 70s is my guess.  Maybe older.  I do not know alot about hats, it is in nice condition, the inside looks new still, the decorative band does not seem to fit it.  The outside looks about new also, just needs a little cleaning from years of dust.
