I believe this is 100% Complete with extra track (2 extra curve tracks) - there could be some freight (load items) missing - there is over 40 pieces- the instructions say there are 2 frames. The smoke fluid is empty, but I am sure you can get more.
Excellent gently used condition - the engine has been tested and both the lights and the engine work great (not sure about the smoke as I don't have any liquid smoke for it), the light in the boxcar was tested and it works great as well. The set comes with extra track pieces. I have looked over the set and have not found any noticeably broken/missing pieces - there could be small parts missing/broken but I don't think so - see photos - there is extra track. There are supposed to be 40 plus pieces of freight - there are more than that, but not sure if they are complete. this set was only used a few times and then put away in storage. It has seen very little use. Comes with Instructions, cards, and catalogs - see photos.
