RARE Antique Waterbury Screw Back Button Indian Native American Headdress Logo?

Available is this mystery set of antique screw back buttons.  They are by Waterbury and marked “WC 1812”.  The material is likely brass and they have no backs.  They do show wear and age to the patina - please review photos.  Unsure if they are for a company or possibly a municipal institution?  The image is of a Native American man with a headdress an hair almost vertical behind his head.
