Very clean piece, likely was originally green and then repainted many years ago.  Casting carries the ARCADE signature, #911 inside the rumble seat and another number inside the body casting, might be 1161 but can be sure.  

Wheels turn freely, ruble seat opens and closes perfectly, very nice piece for being 100 years old!  Will ship boxed via USPS Priority Mail.
