1948 Haifa 'T' provisional postage dues: 3 mils Doar Ivri franked (10x11 perf, Ba #1d) local HAIFA cover, as sealed not eligible to be accepted as printed matter mail and so underfranked 7 mils for the inland letter postage rate. Likely entered short paid into a letter box, some time from 16 May 1948 onwards once the Doar Ivri stamps entered use - as observed with other similar Haifian covers - and processed some time later when the letter box was cleared: the affixed frank was cancelled on 28 May 1948 at the Haifa head post office whose unnumbered 'dot' postmark is tied to the stamp (the HPO handled the clearance of letter boxes), and at the same time the postal clerk charged the cover postage dues totalling twice the deficient postage - here rounded to the nearest possible denomination using the Doar Ivri stamp series, 15 mils. The cover was tied by the Mandate era "TO PAY" boxed handstamp and the clerk used a 10m rouletted stamp + 5m perforated stamp to compose the fee: Haifa did not receive the 1st series postage dues stamps until 1 June, so here between 20-31 May the HPO used the Mandate "T" taxe mark to obliterate Doar Ivri stamps, thereby making these 'provisional' postage dues stamps.

The phenomenon of same-day postmark and taxation observed at the Haifa HPO has been documented by this cataloguer and appears to be the result of mail entered uncancelled into letter boxes but processed some time later owing to staff and transport shortages experienced at the Haifa HPO in this time (and observed specifically on a series of Shell Oil Company covers so processed on various dates up to 31 May) in the manner of this cover. Rare type postage dues mail.
