This is a One Piece Drink Sipper from Universal Studios Theme Park Japan.
It features a Luffy figure sitting on top, One piece logo and text on either side on the cup. The top twists off and a reusable staw in sticking out the top.
Comes complete with detachable lanyard strap.
In very good condition, no chips or cracks, some general light signs of use.
