You're looking at like new Transformers Legacy Soundwave with 3D printed "gap fillers" in the forearms to cover up the hollow areas and make the arms look more solid. They are hinged (see pics) so that they do not hinder transformation. They are simply pegged in and very easy to remove. 

Figure were used only for display in a collector friendly home and include all accessories, instructions and packaging.
