Well back in the day if you had one of these tools you could get back up and running by your own hands.  Now you better call a service truck and also your banker.  Marked on the handle with the part number: Q-5027 and the IHC emblem.
This thing is hefty, weighing in at close to 3#, probably got used as a hammer on occasion.  Really nice older IHC issued tool.
