Ladies Evening Dress.
Designer - Phase Eight.
Size - 10.
I think this one is called Annabeth.

Approximate measurements taken laying flat and unstretched :-
Length 60", Bust 35", Waist 30", Hips 38".

Bust 37"/94cm, waist 27.5"/69cm, hips 37"/94cm.
The black stretch mesh top layer is nylon, the fringing is 99% viscose 1% polyester. The soft jersey type lining is viscose.
The dress is a stretchy fitted pull-on style with no fastenings. The sequins are an oval shape with the smaller one presumably cut out from the larger one. The sequins are stitched to the mesh layer diagonally in alternating tiers with the fringe until around hip level on the lower side. The skirt mesh is covered in a very long tier of fringing.
Accessories are not included.
