I bought this at a estate sale of a high ranking US Air Force Officer and I took the entire set of 6.  Each one has the same Hallmark but, I do not know anymore than that about the maker.  After a lot of research, it appears to be made in the mid to late 1800's of copper, brass and tin.  The approximant measurements and weight are:
