1948 1st Postage dues taxed mail between 2 postal authorities + delayed: interim era local TEL AVIV cover franked 10m using invalid JNF stamp (not over-stamped "Doar" for use as valid interim period postage), likely deposited into a letter box as not postmarked; subsequently handled by the head post office who tied it with a 5 MAY 1948 single circle Mandate postmark - likely 'frozen dated' for the purpose of indicating its handling at the HPO, as observed used in the interim period and could have been applied any time between 6-14 May when the HPO was under interim Minhelet Haam auspicies + tied by boxed TO PAY handstamp filled in by manuscript, taxing the cover for twice the deficiency (2x the inland letter rate of 10m), here 20m as the affixed stamp was invalid.

Although the ink used by the postal clerk appears similar to that of the address, the handwriting is different - confirming that the two were written by different people - this is not a philatelic cover (and the TO PAY taxe mark is a critical detail as this appears on genuine Tel Aviv taxed mail but is lacking on philatelic contrivances).

The cover was not processed at this time (implying it was taxed near the end of the interim administration, when the workload rose with the popularity of Israeli Doar Ivri stamps); the frank was subsequently incorrectly cancelled by the Israeli postal administration on 1 JUNE 1948 but the cover still charged the postage dues on the same day, using a 20m single stamp of the 1st Postage Dues series - and paid, as not annulled.
