3/4 plate 15 jewel gilt finish

Dial - white enamel- black Roman Numerals - blue steel hands - single sunk - Dial is very clean

Movement - not working - balance wheel swings freely for seconds  -- appears like it wants to work but doesn't -possibly in need of deep cleaning (?)
