Clean.  Cosmetically minor wear.

Comes with manual and assorted probes.

Keeps blowing 3A fast fuse when powered on so am unable to test.  Opened it up to visually inspect unit (photos).  Nothing I was able to observe. Transformer would be my best guess, but I am a novice.
