Inspectors stamps were supplied by the Treasury Department without charge to cigar inspectors for use in their work: assessing the tax due on each individual box or package of cigars produced by a manufacturer. They were issued in denominations of $3, $8, $15, $25, and $40 per thousand cigars, but the stamps had no monetary value. Their denominations reflect the five tax brackets under which cigars could be taxed based on their value as determined by the inspector, not the manufacturer. Only inspectors were allowed to possess and affix these stamps to cigar packaging. Inscribed in the borders multiple times are the words "US Internal Revenue Inspectors Stamp." Produced by American Phototype.
