I put standard gauge strings on it for DAD tuning, and it plays pretty well, although the action feels a bit too high to me, and the middle string on the first fret is slightly sharp, not too noticable.  All of the frets on all the strings play all the way up the scale, but there is some wear on some, and there may be a buzz occasionally depending on tuning or string gauges used.  The nut is fine, and the bridge saddle is complete, but the side where the top strings go is in two pieces that fit together, which is not a problem when playing with three strings as the tension of the top string holds the saddle in place, but the groove created for another coupled top string goes too low because of the separation, so it would need to be remedied somehow to double the top strings, I mostly play/prefer just 3-strings.  There are many cosmetic blemishes here and there (small scratches, small dents), and the wood of the back, sides, and front appears to be mahogany, am not sure if it is solid or laminate.  There are three little wooden feet mounted on the back should you wish to play this dulcimer on a table.  The tuners work fine, although you need to give the unused tuner a twirl if ever it rattles while playing and that solves that.  There is a little hole at the top to insert a cord so that you can hang the dulcimer.  Other than that, there are no other issues, and I am able to play this dulcimer nicely.

Dimensions are approximately 32.5" x 8" x 2", and fretboard VSL is about 26" with width 1 3/16" (with three strings this works fine for me).  The action at the 7th octave fret is about 2.5 mm.

I did some research on Je Titus, he is mentioned as an instrument builder on Galiano Island off of British Columbia in a group of builders called Seedpod from around that time.
