Here is a frog baby costume from Underwraps.  New with tags.  Size 6-12 months but might fit up to 12-18 (see measurements below).

The jumpsuit/romper part of the costume is about 24 inches long from the shoulder to the feet (flat on the ground), sleeves are 8 inches from armpit to cuff, the inseam is about 9.25 inches, and the chest is about 14 inches across from armpit to armpit.
