This is a Bracciale Walt Disney Mickey Mouse Necklace.  The necklace is silver color stainless steel with a Bracciale/Disney charm on the chain.  It has 3 floating charms - a american flag mickey head, a minnie mouse and pluto.  This is a collectors item and the charms are interchangeable
