Bags are shipped in the box they come in to keep cost down, and the perforated bag dispenser cutout will be taped for safe transit. The perforated access isn't very strong, so if you see it partially broken, that's normal during shipping, they are 100%new bags. The boxes may take a bit of damage during the shipping process as well. I do put the boxes in a lightweight poly bag to circumvent any outside shipping contamination. This is how I keep my overall cost down as low as possible, and I pass that savings onto you.
