VICTOR COSTA. Bonwit Teller. Vintage 70s party dress.  Black velvet with wonderful puff sleeves and an elastic ruffled shoulder that can go on or off YOUR shoulder. :)  There is a seam at the waist that is covered by a fabric belt that has velvet in the front and wraps around with a silk tie. It is not attached, so its adjustable and up to you to make a pretty bow. (mine is a little off, lol) The zipper is in the back. Another great feature of this dress is side seam POCKETS! It is definitely 70s, like a couture boho gypsy style...in black! Love Love <3
