LAKE COUNTY ILLINOIS OFFICIAL YEAR BOOK 1938-45 PRES ROOSEVELT GOV HORNER RARE

Up for your consideration is this really nice and extremely rare set of Lake County Illinois annual year book of County personnel, contact info, departments, and rules of government. This is an invaluable set of 5 books dating back to a time when things were much different. These really should be conserved recorded and put on display in a museum. Please be sure to see the other items we have listed.It consists of the following;

  1. 38-39 - This booklet has 5 small specks of paint on the front, some very slight smudging of dirt on the cover.
  2. 39-40 - This booklet is VERY crisp and clean - the pages are extra white.
  3. 40-41 - This booklet is VERY crisp and clean. However between the inside back cover and the last blank page there are some words script written in pencil one is dated August 11th 1935 and the other is 12 - 1935 but I can't really make out what is written. But this one is very Minty.
  4. 43-44 - This booklets first four pages (on the upper right hand corner) are slightly stained at the edges, but it does not really bleed onto the pages, and pages 8 and 9 have some fingerprints and the back cover appears to have had a sticker on it that was peeled off or perhaps some tape residue leftover. It's not bad at all but there is a tiny bit of the surface layer missing. This particular booklet only has one staple as a binder. All the others have two. The center page of the book has some dust or foxing
  5. 44-45 - This booklet has some very slight creases in the spine as though it was in someone's back pocket and they sat down with it, that and some very slight smudging on the cover.

  • FEATURES: These little booklet's offer a fascinating glimpse into a time when the workings of government we're far simpler than they are today. The 1938 - 39 booklet goes something like this. The front inside cover is compiled by Russ Alford County Clerk and Daniel Hentges. The actual first page of text is Paige 3 and it starts out with the telephone numbers of County officers including the Auditor, the Clerk, the Coroner, the states attorney, the county jail, the courtroom, the treasurer, the superintendent of Schools, probate Judge, probate Clerk, County Judge, Sheriff, circuit judges office, the recorder, the circuit Clerk, the county surveyor, the superintendent of highways, the TB nurse, the county veterinarian, the county Hospital, the county home, and delinquent tax department, as well as the purchasing department. All of the phone numbers begin with majestic or Lake Forest or Libertyville and all of them only have two three or four digit numbers. The next section is for national government and it list President Roosevelt vice president John Garner Secretary of State Cordell Hull as well as the secretary of the Treasury and Secretary of War it continues down the list with attorney General, postmaster General, Secretary of the Navy, Secretary of the interior, Secretary of the agriculture, Secretary of Commerce, and the Secretary of Labor. Next comes the Judicial branch listing the Chief Justice as Charles E Hughes and associate justices Brandeis Stone Cardosa Butler McReynolds Roberts Black and Reed. Next list the legislative branch of government showing United States senators James Hamilton Lewis and William Deitrich. After that it shows two congressman and then gets into the state officers governor is listed is Henry Horner, Lt. governor John Steele, Secretary of State Edward Hughes it also list the auditor Treasurer and superintendent of public instruction as well as the Attorney General. The next section is State senators from the 8th senatorial district also representatives in the General Assembly it list judges of the 17th Judicial District Arthur Fisher as well as others the next section names the county officers positions and the person in charge of the duties for that position. After that it gives a valuation of towns of Lake County from the fiscal year 1937 which includes a total valuation for Zion for example at $2,387,593. And the total valuation for the entire city of Waukegan is $21,178,213. There is a further breakdown valuation based on cities and villages individually the next section which is now on page 7 is the board of supervisors for the year 37-38 The list includes a few that you would expect and some that have been long gone!! The list is as follows County Farm and agriculture committee Detention home and state Charities, delinquent tax, education and library, elections, finance fees and salaries and settlement, hospital, insurance, judiciary, jury, legislative, miscellaneous claims, Plats and swamp plans, poor and Veterans relief, public buildings and grounds, purchasing and printing, resolutions, right of way, Road and bridge, road outfit and maintenance, and this one remind us of a darker time - the tuberculosis advisory panel. The next section page 11 is members and their committees which names a person and the various duties each one is responsible for. The next section starting on page 13 outlines the Rules of Order of business and then the actual rules and the duties of the committees for example the detention home committee shall have complete charge of the detention home and it's management and shall examine and report a present all bills in relation to any charitable institution outside of the county and shall have charge of all matters in relation to the Methodist Deaconess orphanage at Lake Bluff all purchases of any kind whatsoever shall be referred to the purchasing department as hereinafter provided. Another section going back to the existence of a tuberculosis panel "section W" outlines the county tuberculosis advisory committee shall meet and act in an advisory capacity with the board of directors for the county tuberculosis sanitarium. I didn't know we had TB sanitarium in Illinois but I suppose they were in every state at that time. The rules go on for several more pages detailing everything from how the meeting is conducted to the procedure for hearing witnesses. At page 20 there is a list of town clerk's as well as a second list of assessor's and a third list of town tax collectors. On page 21 there is a list of highway commissioners and following that is a list of justices of the peace for all the individual towns. Then on page 23 we have a list of constable from the various towns in Lake County. On page 24 there is a list of school trustees and on page 25 a list of school treasurer's. On page 26 a list of city and village officers for the various locations, and on page 29 there is an instruction to financial officers regarding their annual statements. Starting on page 30 there are a few pages listing the Republican Party precinct committeemen elected April 12th 1938. And on page 32 the Democratic precinct committeemen elected on the same date. Which conclude the summary of what is included in each of these bullets. Of course as you would expect the names do change over the years as new officials are elected. However there is one name that remain the same over the entire span of time covered by these books, and that is the name of President Franklin Delanor Roosevelt. I especially enjoyed reading the sections that contain the rules of order for the County Board. It was interesting to see how this changed over the years and how more details were added to account for new situations in government. Overall a very detailed look into the world of local government as it was developing over the years.

    You really like the thing, but not so much the price...

    I find cool stuff, do some research and list it for what I think it's worth. Sounds pretty simple but sometimes not. So if this is something you really like but its a bit more than you had hoped to pay, then be sure to watch this because I can't send it to the bank, and if it ends without a buyer chances are good that I will drop the price and re-list it until it does sell! Two things for sure - it will get sold sooner rather than later, and that's better for both of us.
