Some history.   Latvia is part of the "Baltic states" region in Eastern Europe.    In 1939 when the USSR and 
Nazi Germany divided up the area Latvia came under the influence of the USSR and eventually was in fact
part of the USSR before and after WWII.   

When Nazi Germany invaded the USSR in 1941 they eventually occupied Latvia for a period of time until 1944
 when the USSR took Latvia back.

This stamp was overprinted during the Nazi occupation before the "Ostland" stamps were used. 

This stamp is Unused, fully gummed and  unhinged.
