"WALES" tea bag caddy or spoon rest.  It is metal (I think it is silver plate, but not marked) with an enamel crest of Wales.  There is a tea time clock on the spoon. The piece measures 3 inches long and 1.75 inches wide.  The reverse of the spoon has some scratches otherwise It is in perfect condition.
