This item measures approx. 3" x 4".  It may be solid brass, it's not magnetic, but it is heavy.  It features a fairy-like person with a stork-like bird.  There is no markings or date on it and I'm not sure what it was used for.  The bottom has 4 rounded knobs on it.  Different and interesting.  Please check photos to verify condition.
