He was born into a modest family of Italian origin (Piedmont and Sicily) in Algiers where he spent his youth. He studied at the Dordor primary school in Algiers. Passionate about drawing, he began sculpting at the age of 13. He then studied architecture at the School of Fine Arts in Algiers, interrupted by the First World War. He was gassed at the battle of Saint-Mihiel, he is demobilized.

Thanks to a scholarship from the Algerian government, he continued his studies in Paris, where he became a student, then a friend, Charles Despiau. He won the Grand Prix de Rome and the Blumenthal Prize in 1926. He married in Paris in 1930 (3 children born of the marriage, Alain, Jean-Paul and Muriel). He received the Grand Prize for the Arts of Algeria in 1932 and the Grand Prize of the City of Paris in 1936. He is a member of the Collaboration Group, arts section, of which he was section vice-president (1941-1945). In November 1941, he took part in a "study trip" organized by Goebbels in Germany. French painters and sculptors, accepting like other artists among the most renowned to leave the hearths of German culture as well as an artist's studio. Thus, in this journey Charles Despiau, Henri Bouchard, Louis Lejeune, Paul Landowski, Roland Oudot, Raymond Legueult, André Dunoyer de Segonzac, but also avant-garde artists such as Kees Van Dongen, Maurice de Vlaminck, André Derain and Otto Friesz. By their attitude, these artists served Nazi propaganda for various reasons, but rarely political ones. Paul Belmondo was not "concerned" by the Liberation.
