Cute unmarked vintage wind up toy made from a very thin plastic material, celluoid-like.  Wind him up and the umbrella spins as the little dog on top clings on for dear life.  I believe him to be Bimbo the Wind Up Clown made by Irwin Toy Co. in the 40's or 50's.  

Nice colors, no dents or cracks and no holes. A small bit of age related dirt, but nothing major.  Works fine.

Size: 10" tall, 5" wide and the base is 4.75" across.
