This is an original vintage tin mechanical windup toy called the Strutting Duck With Twirling Cane. Made in the 1960’s in Japan by the Alps Co., it measures 7” high and comes with the original colorfully illustrated box (a couple edges are torn). 

This really cool unusual windup toy would make a fantastic addition to any vintage toy or character collection.
