Ծնվել է Զմյուռնիայում (այժմ՝ Իզմիր, Թուրքիա): Սովորել է ծննդավայրի Մեսրոպյան վարժարանում, աշակերտել Հովհաննես Վանանդեցուն։ 1825թ. տեղափոխվել է Էջմիածին, ուսումը շարունակել Գևորգյան ճեմարանում (Խաչատուր Աբովյանի հետ)։ Եղել է կաթողիկոսի ատենադպիրը։ 1848թ. հրավիրվել է Մոսկվա, կրոնի պատմություն և հայոց լեզու դասավանդել Լազարյան ճեմարանում։ Այստեղ, 1858-62թթ, որդու՝ Զարմայր Մսերյանի հետ հրատարակել է «Ճռաքաղ»-ը, իսկ 1861-64թթ՝ «Համբավաբեր Ռուսիո» կիսամսյա թերթը։ Այս պարբերականներում տպագրել է կրոնաաստվածաբանական բնույթի հոդվածներ («Թէոդորոսի միայնակեցի գովեստ ի սուրբ աստուածածին», «Քրիստոսի թուականն»), գրաբար բանաստեղծություններ ու պոեմներ («Պարոյր պսակեալ», «Օթևանք դիւցազանց հայոց»), պահպանողական դիրքերից քննել հայ ժողովրդի ապագան։ Հետադիմական գաղափարների համար նրան խիստ քննադատել են Միքայել Նալբանդյանը և Ստեփանոս Նազարյանը։ «Խմբագիր չափածո բանից» (1864թ.) ժողովածուում խրթին գրաբարով և երկարաշունչ տողերով գովերգել է պատմական Հայաստանն ու Աստվածաշնչի զանազան դրվագներ։ Ուշագրավ է «Յիշատակարան կենաց և գործոց մեծանուն Պայագատաց Լազարետն տոհմի» (1856թ.) մատենագիտական-պատմաբանական աշխատությունը, որը Լազարյանների տոհմածառի գործունեությունը պատմական քննության ենթարկելու առաջին փորձն է։ Նրան որպես մատենագրի է ներկայացնում «Պատմութիւն կաթողիկոսաց Էջմիածնի ի Սիմէօնէ մինչ ցՅոհաննէս» (1876թ.) գործը։ Կրոնադավանաբանական բնույթի են «Հաւատապատում, կամ այն է Մանր ուսմունք քրիստոնեական հաւատոյ...» (1850թ.) երկհատոր մենագրությունը, «Հրահանգ քրիստոնեական հաւատոյ» (1850թ.) և «Մանր ուսմունք ազգային եկեղեցական պատմության...» (1874թ.) դասագրքերը։ Նրա որոշ ուսումնասիրություններ («Միրզայան պեյ, պատմություն վարուց նորա») և նամակներ (Խ.Աբովյանին, Հ.Ալամդարյանին) ետմահու տպագրվել են կնոջ՝ Սոփիա Մսերյանի հրատարակած «Փարոս Հայաստանի» (1879-81թթ) հանդեսում: Մահացել է Մոսկվայում:
