This is old new stock that wasn't used because of a casting defect. A pin had broken off in the casting mold and filled in one the screw holes when cast. I changed many of broken pins in the casting molds in the 1990's and this one was cast in 1999.

You can drill the hole or use just 3 screws when you rebuild this unit.

So with very little work someone can upgrade to a high end Birds Eye Maple steering wheel. This option wasn't offered after 2004.
