Fascinating item, perhaps handed to the mail carrier while waiting to be ferried over to the island.

In 1864 Jay Cooke, famous Civil War financier, purchased Gibraltar Island and built an estate home right away - apparently moving in during 1865..  

Laura Elmina Cooke married Charles Dennis Barney in 1869.  This PSE was issued in 1864-65. 

This cover would have been carried to the island some time during 1865-1869 time period.

Gibraltar Island never had a post office.
