Shipped with USPS Priority Mail.from the top of the waist to the bottim of the skirt measures 25".  Laying the skirt flat measures approximately 13".  It has a back elastic waist and invisible zipper.  There are no tags stating material or washing instructions.  I have not worn it si it has not been cleaned in any way.  The background color is black with flowers in shades of red, white and pink with green leaves.  Thank you for looking!
