Looks like this is from the Late 1960s - early 1970s and think these were from Gum Ball Machines from the 1960's that would then be put in those little plastic capsules. This was new old stock (NOS), so nice shape.
Looks like its for a hat or front of a jacket , not big, About 2" high and is New Old Stock.
This is a gauze cloth sew on type.
These are novelty items and not high quality.
