The pics are scans of the actual card for sale - This is probably a buyback card. There were no chrome autos of his in 1999, so it had to have been released later. I dont have any info on when or by whom, but its stamped so probably by topps.  

Condition: I think an 8 if graded. There are a couple spots and light wear that dont really show up in our scans very well. No creases or bent corners, just surface issues common to old chrome cards. It might benefit from a gentle cleaning if you really know what you are doing.
