The red paint still exists in the base and along the bottom of the Chinese chop/seal/stamp.  This is a beautifully intricately hand carved figurine of a wiseman / god in a dark red brown stone known as Shoushan or Blood Agate Stone.  It contains a chop on the base that I cannot read.  It is rare to see both the chop and matching pedestal that contains the paint. 

Approximate  size:  9 cm Tall 4 cm square base.   Age is unknown.
