Killer Northern Plains likely   Lakota sioux  beaded bison h!de moccasins.  Sinew sewn  1880 and 1890s  beaded in early seed beads. Sinew sewn on Native tanned domestic American  bison ( eb0y rules)

 Beads sinew sewn and include pre 1900 white center red beads greasy blue, cobalt blue and pumpkin crow pink

looks like pictograpic Bison heads in the design.
