Once you receive the sim card you can register it with your passport on:

The sim card can be registered using your passport if you are not from Austria, but I don't know which countries they accept passports from when you register your sim card. If it doesn't work in your country, let me know and I will look into it and after verifying if it doesn't work, I'll send a refund or a Austrian sim card from an other operator.
