During the management of Belgium Rodríguez as Director of the National Art Gallery, with the support of the Pampero Foundation, the bilingual publication, “GAN. New Headquarters Project National Art Gallery Caracas”, by the architects Oscar Tenreiro (FAU-UCV, promotion 10 / 1960) and Francisco Sesto (FAU-UCV, promotion 20E / 1973). 

The edition, beautifully illustrated with drawings, some color, photographs and sketches of the project, is complemented by the texts of Augusto Komendant, “National Art Gallery”; Kenneth Frampton, “National Art Gallery”; Alberto Saldarriaga, “Preamble for the Appreciation of the National Art Gallery Project” and William Niño, “Another possible architecture. New headquarters of the GAN”, texts dating from 1983, the date on which the architectural project was completed. It contains a “Conversation with Oscar Tenreiro and Francisco Sesto” developed by William Niño, which is used to describe the architectural project, dividing it into the following parts, which were given the title: The Cultural Park of Caracas; The place; The heart; Building; First schemes; The preliminary project;
