This is an Antique Lorgnette Opera Magnifier Reading Glasses Spring Open.  It has a very small square hallmark on one of the metal strips on the side of the handle.  I can't make out the symbol or words but I have included a couple pictures.  It is in nice condition with light wear.  Please, refer carefully to the photo / photos for the exact condition of this item.
