This is a heavy glass cake stand decorated in a hexagonal bullseye pattern. The top edges are finished in a pointed design. There is a small center well to collect the rum or brandy which was used to soak cake back in those times.  This item was produced in Findley, Ohio by the Dalzell Gilmore & Leighton Co which was operational 1868 -1902.

Measures ~ 6 3/4" H x 8 3/4" around on top. The base is 5 1/4" in diameter.  Heavy for size.

It does have several chips in the plate with is reflective in the price.  This item is over 130 years old.
