The item offered for sale was used in the late 1940's -1950's by tailors and seamstresses to mark hemlines. It was patented on May 28, 1948 "US PATENTS 220" .The early Boca Skirt Markers had a cast iron base, which was replaced with plastic when plastic became commercially viable.
