SPECIAL NOTES: Coin was inherited along with other Israel coins from the 60's so it is probable that this coin is also from that period.

EBay listings and my reference book "a catalog of MODERN WORLD COINS"  lists nickel and nickel-clad steel.  The weight and coloration appears to be bronze.
