Unusual silver neck brush or crumb for the table.  Hallmark for Birmingham 1908, makers mark for Adie & Lovekin. Horse hair, with the silver handle in the form of a thistle, with Cairngorm stone inset. Measures 16 cm total length. Lovely item.
