Beautiful spoon Hallmarked

13 1/4 ( loth mark ) indicates silver purity 825/1000

Makers mark H.H

And a symbol of a whale

I believe this spoon is from 1890’s as this is when the Loth mark was replaced with the familiar sterling silver mark

Possibly from Norway or Finland but I’m finding it difficult to track down which country used the Whale hallmark.
