This is a beautiful green crackle glass miniature jug.  The spout is located on the side of the body instead of opposite the handle for either display or it was possibly designed for something like syrup.  It is small, only 3-1/2" tall and was hand blown with a rough pontil scar still visible and an applied clear glass handle.  These types of small novelty glass items were made in the early 1900's as the original type of giveaway items before the stores started giving away the iridescent pressed glass dishware sets.  Small glass decorative items have been made ever since and this one is not marked that I can see, so I don't know the maker or age.
