It features a 22 cent stamp with the Statue of Liberty in blue ink.  Above her, in red ink, it states, "Liberty 1886-1986."  And on bottom in red is "USA 22."  It has been post marked at the Liberty Island NY/NJ 10004 post office on July 4, 1986 to commemorate the 100th anniversary of Lady Liberty.

On the left side sitting on a background of red velvet is a replica of the stamp in 22 carat gold overlay.  

The back of the envelope is sealed and it has a statement about the production agreement of the gold stamp.
