The communications addresses costs and locations of developing nautical infrastructure in the area. It talks of developing railroads, piers, and marine entrances. In the back, the booklet contains a map of Los Angeles and Long Beach Harbors in California. It shows proposed reclamation near a U.S. Military Reservation, a fish harbor, and proposed breakwater and channels for the area. It also indicates dredging to be completed.
