Your buying 1 Pulley with handle, measures 1 3/8” diameter and does have a hole in middle, Th hole size is .090 which should push on to most steam toys. If not you can drill it out larger. You can get it paint it black if you want, or you can get it unpainted Just let me know, or it's my choice.
