May have been used in its office in Niagara Falls as it is from a Niagara Falls  area household.

I believe it is gold plated. Vinegar did not change the luster so that should rule out brass. Might be Silver plate on handle as baking soda cleaned it up nicely 

Have not found one like it anywhere yet.

Some corrosion on it most likely from being in a drawer and has heavy wear in places on both sides and I suspect it may be from usage but it could have been an adverising item but it seems too well made to be an advertising  handout.
