I have to choose one canned grade, but I am not responsible for eBay's description of each grade.
They do not conform to any recognized grading system.
The grade descriptions provided by eBay seem more concerned with the jewel case condition rather than the contents.
I do not grade used jewel cases.
I consider very few used CD's to qualify as "like new" or "mint" unless the item is new or practically unused.

Grading system:

New: CD is new and either sealed in its original shrink wrap or in a Mylar sleeve.
Near Mint: CD is used, but in exceptional condition.
Excellent: CD may have some very insignificant signs of normal use.
Very Good: CD has some light signs of normal use.
Good: CD has moderate, readily apparent damage, but plays without skipping.
Fair: CD has excessive damage, but plays without skipping. I don't list CD's in this condition unless they are hard to find.
Poor: I don't list CD's in this condition.

Why I charge for shipping and don't make money on shipping charges.
I sell items with very small margins. If I offered free shipping, it wouldn't be feasible to list most items that I sell.
 
If you include $3.99 for shipping when you purchase an item from me, 
eBay immediately 
takes 
58 cents 
of the $3.99 from me in seller fees just against the shipping amount, on top of selling fees for the item selling price.
This leaves me with $3.41 to cover all of my shipping costs.

Postage cost paid to USPS for a typical bubble CD/DVD mailer weighing 4 to 5 ounces
is $3.49, with the remaining funds, I pay for a bubble mailer, supplies such as ink,
paper and postal tape, and out of pocket fuel cost to convey your item to a post office.
It costs me more to ship your item then what I charge.
