In the XVI-XVII centuries. regular postal and transit traffic was carried out through the Yamskaya Prikaz, a body of central state administration headed by a boyar, whose staff consisted of a duma nobleman, clerks, postmen and other employees.

In 1693, for regular postal communication between Moscow and Arkhangelsk, Peter I issued a Decree on the organization of an internal postal line, which regulated the conditions for the transportation of mail, the practice of recruiting personnel, responsibility for the safety of goods, as well as equipping inns. A special uniform of coachmen and postmen was introduced.
The first post offices were established in Moscow in 1711, and in St. Petersburg - in 1714. Also, post offices were opened in many cities of Russia. The newly established post offices were subordinate to the Yamskaya office and the Moscow Yamsky post office. In 1884, the Postal and Telegraph Departments were merged into the Main Directorate of Posts and Telegraphs as part of the Ministry of Internal Affairs of the Russian Empire. Specialties of telegraph operators and telephonists appeared.

In 1922, the People's Commissariat of Posts and Telegraphs was created, which in 1946 was renamed the Ministry of Communications of the USSR. On May 12, 2008, the Ministry of Telecom and Mass Communications of the Russian Federation was established. Currently, the Ministry of Telecom and Mass Communications acts as a postal administration and performs the functions of the communications administration of Russia in the implementation of international activities in the field of communications.
