A vintage candle - Holly Hobbie by Ambassador Cards/Hallmark - Candle by Diplomat Candles.
Candle stands about 6" tall - the base measures about 3" across by 2 1/2" 'deep' (front to back).
She has an 'antiqued' look, with a brownish tint to the indented areas. 
Never burned - Excellent condition.
